The aim of this economic impact study on the Enhanced Combination Order pilot programme is to quantify both the economic costs and benefits and, thus, the programme’s net economic impact.
This study will also consider a wide range of additional factors, including the impact on the victim and changes in behaviour of the perpetrator, using re-offending rates and other outcome variables. As such, this study will also consider the wider implications of the programme on NI.
